Over the weekend I sent an email to Denise Anderson asking how I would go about getting the law changed to allow property owners to block paper streets until the county was ready to build a road there. She forwarded it to David Wallsten, who works in the Transportation Right-of-Way Section of the San Bernardino Department of Public works. David responded almost immediately, asking for more information, which I provided. David's response to that didn't seem to address my issue, but maybe I'm just being a little dense here.
