Vana’s response, as always, was polite and friendly. She assured me that once dedicated we could not block access in any way. She also sent me a copy of Chapter 83.05 of the San Bernardino Building Code.

I responded on 3/24/2009 asking for confirmation of the information that once dedicated the land was public property, and that I couldn’t block it. I also asked for information about the county ruling that allowed them to do this.
